Added new exceptions that derive from ArgException so developers can better handle user error.  Added a new pattern for implementing the Action Framework that requires less code and is more elegant.  Added the ability to access the parsed args from anywhere in your program via Args.GetAmbientArgs().  Added support for multiple ArgShortcut attributes (and marked ArgLongForm as obsolete in the process).
